The unit will continue running and it will just blow out air like a fan but the air circulated will just be room temperature, it wont cause any damage.

Unfortunately this isn't specified by the manufacturer but they are much quieter than a Air Conditioner so below 40dB

Yes you can put ice and water in. The coolers will cool an area they are pointed at but generally not a whole room unless its very small
